
Welcome to the December 2008 PHD e–bulletin. We aim to bring you news that demonstrates the ways in which our innovative partnership is transforming neighbourhoods and creating desirable places to live.
PHD is delighted to welcome Halton Housing Trust, EPIC, Sensible Housing, Commonplace, Huyton CCE and Lark Lane co–ops to our dynamic partnership.
Our growing membership reflects the scale and influence we have as a lead partner with the Homes & Communities Agency. Our affordable housing allocation is in the top ten nationally and during the last two years we have delivered over 1,000 new homes, an investment of nearly £100m.
PHD members work together to build sustainable communities, broadening choice and opportunity within some of our region’s most challenging neighbourhoods. PHD aims to support both government and the communities we serve by doubling the number of new homes we deliver.
This year has also seen the publication of the PHD Biennial report, available to download from this website. The report celebrates excellence and showcases some of our major projects, with an emphasis on our key drivers of quality, innovation and delivery.

Plus Dane Group’s Wellington Place development enjoyed a double win at the Your Move Property Awards, succeeding in both the Best Apartment Scheme and Best Affordable Home categories against stiff competition from a wide range of developers.
Originally an old school building dating back to the 1830s, Wellington Place now provides 38 apartments in a range of styles alongside ten newly built townhouses. The development also includes twelve new penthouses with private balconies and stunning views of the city skyline and River Mersey. The fabric of the old school has been retained, including heritage features such as the original ‘Boys’ and ‘Girls’ entrance plaques.

Clare France can’t quite believe that she now owns her own home. The 29 year–old financial operations manager was one of the first buyers to move into the prestigious Crown Fields development in Chester, thanks to the shared ownership options offered through CDHT.
Clare, who was born in Chester and works for MBNA in the city, told us: "I’m on a decent salary but would still struggle to buy my own place outright. The chance to get something like this is amazing. It really does tick every box — it’s brand new, has a great garden and space for my friends to stay."
Clare added: "I’d been looking for my own place for about six months, but didn’t find anything quite right. I had to have the right area for a start and somewhere I could stay for a good five years. This is a quiet area and only seven miles from my work."
Clare bought the house on her own, obtaining a mortgage for a 50% share of the property. "I would not have been able to buy without shared ownership," she told us, "especially in Chester. I wanted a house rather than an apartment and shared ownership means that I’ve got more space for my money and have the chance to live in a great area."

South Liverpool Housing (SLH) has completed 26 apartments for rent in Garston, Liverpool.
The Locke Street apartments have been built to a high specification and benefit from fitted kitchens, secure access, spacious balconies, lifts, a high performance communal heating system and a large communal lounge. Some of the apartments enjoy fabulous views across the River Mersey. They are primarily aimed at older residents with fully disabled access and level access showers in the ground floor apartments.
This development is part of a multi–million pound regeneration programme that will see 320 new homes, both for rent and private ownership, built in Garston Under the Bridge, an area previously blighted by poor quality housing and anti–social behaviour. The homes have been developed by Garston Urban Village Partnership which includes SLH, Liverpool City Council, Lovell and LHT.
The regeneration programme is now in its second phase of development with the first tenants already moving into their new homes. The purpose of the scheme is to create vibrant and diverse communities that will revitalise the physical environment and invest millions of pounds in the area.
